[tz] Egypt to have DST again

Daylight Savings here in Egypt has been a mess for the last 2 (maybe 3)
years. Between the last minute decisions to use it or not, and the lack of
any official published stance on the issue, we've been dealing with messed
up time zones pretty regularly.
