[tz] Azerbaijan cancels DST

Thank you again for the heads-up. It looks like we'll need another tz 
release soon, as this is more urgent than Chile. Although Azerbaijan 
gave us more warning than Haiti did, it's not much warning.

Proposed patch attached. The Chile change should go into any new release 
too, when I have time to fold in Tim's corrections.
