I believe that in Asia/Tomsk lines

This is supported by
http://pravo.gov.ru/proxy/ips/?docbody=&nd=102075743 (fifth time belt
beeing UTC+5+1(decree time) / UTC+5+1(decree time)+1(summer time)),
"Tomsk is still 4 hours ahead of Moscow" 1994 comment and removed 2006
comment about 1993 change beeing a guess.

Note that time belts (numbered from 2 (Moscow) to 12 according to
their GMT/UTC offset and having too many exceptions like regions
formally belonging to one belt but using time from another) were
replaced with time zones in 2011 with different numberings (there
was a 2-hour gap between second and third zones in 2011-2014).
