[tz] Daylight Saving time will not be applied in Azerbaijan

Dear Sir,

Daylight saving time is cancelled in Azerbaijan. Here is the related information published from government: http://azertag.az/xeber/936300
Normally DST will be active on 27th of March 2016. I have updated the "asia" file as displayed below.
