[tz] Russian Legislation Status

The four bills have been signed into law by the president.  This confirms the changes for Sakhalin Oblast, Ulyanovsk Oblast, Altai Republic and Altai Krai.

No word yet on Magadan.

It is a dicey situation. Also, suppose President Putin rejects the bills
for Sakhalin etc.? Suppose they languish on his desk until late this
month? It's not realistic to expect all the systems in the world to
update their time zone tables on such short notice.

Does anyone on this list know President Putin well enough to bring the
matter up? :-)

These don't seem likely, but one never knows....
