The github version of Novosibirsk appears to be wrong for historical data (right 
for Tomsk, wrong for Novosibirsk? not clear). There are other historical errors. 
I haven't had free cycles to fix this, so I'm inclined to back out the 
Novosibirsk change for now and then push out a new release in the next couple of 
working days. We can worry about Russian historical data later.
