Wrong for both.

Also, zone{1970,}.tab contain post-2016-03-27 offsets from Moscow for
Europe/Astrakhan, Europe/Ulyanovsk and Asia/Barnaul but pre-2016-03-27
ones for Asia/Chita and Asia/Sakhalin.
