Actually, they're closer to this:

although this isn't quite right either, e.g., for Ürümqi.

You can remove /etc/localtime, giving UTC in all implementations I know of.  We 
could approximate this by having a new top-level selection for tzselect which 
acts like TZ='UTC0'. Although that wouldn't be quite the same thing, it might be 
good enough.
