[tz] Chile to return to DST

Hi,

Chile is returning to implement Daylight Savings Time. Minister Pacheco
is telling on the local news that on may 14 Chile will change it's
timezone to UTC-4 until the second saturday of august. the rest of the
year will be on summer time (UTC-3)

I cant find an official decree yet, but here is the info from a news site:
