It appears that your time zone data is older than tzdata 2015e, as 2015e 
corrects the problem with Morocco. To fix this you should update your 
time zone data, something that should be a normal part of operations. 
Details depend on your operating-system platform. For example, if you 
are running a recent version of Fedora you can run the shell command 
'dnf update' as the superuser.

You mention TZupdater, which suggests that you are using Oracle Java. If 
so, 
<http://www.oracle.com/technetwork/java/javase/tzdata-versions-138805.html> 
says that you can fix the problem by upgrading to Oracle Java 8u60, 
7u95, 6u111, or later. If you can't upgrade Oracle Java for some reason, 
you can install tzdata patches directly by following the instructions in 
<http://www.oracle.com/technetwork/java/javase/tzupdater-readme-136440.html>. 
Usually, though, it should be simpler to install the packages already 
prepared by your operating-system supplier.
