[tz] [PROPOSED PATCH] Fix minor glitches in Morocco rule formatting

These changes do not affect the data per se, only how it is
formatted in the source.  (Thanks to Corey Danielson.)
* africa (Morocco): Use "0:00" for time, not "0".
Sort 2012 transitions by date.
