It's not likely that we'll put a non-default VERSION into the Makefile, 
as this wouldn't work well with the finer-grained version numbers we're 
using now (one per commit, in principle). However, we have been putting 
the version info into a new file "version" that TZUpdater should be able 
to use instead, at some point.
