[tz] Cyprus is splitting into two time zones

As far as I understood the timezonedb so far it's about making the life of people easier. When Istanbul has two entries due it's unclear state on being european or asian, why does nikosia not have the same? When it's an independent country there should be an entry at all and when it's unclear whether it's european ir asian put it into one and have an alias into the other. 

Or am I completely wrong?
