[tz] tzdata2016g missing version information

Fwiw, my timezone lib (https://github.com/HowardHinnant/date) is now using the first mention of “Release” out of NEWS to get the version.  This is a temporary hack (that works) until a new tzdata release establishes a VERSION file (or whatever it establishes).
