[tz] Palestine Summer Time wrong ending date

Proposed patch attached.
Since we are already predicting spring transitions on the last Saturday of March at 01:00, it seems logical to predict fall transitions on the last Saturday of October at 01:00. Time will tell.
Unfortunately, this affects timestamps about 23.5 hours from now, so I've put it under "past and future" in the NEWS file.
