[tz] Jordan thinking of following Turkey's lead

Jordan is considering following Turkey's lead and switching to permanent +03,
which would mean Asia/Amman's clocks would not be changed from 01:00 to 00:00 on
October 28. Instead of switching back to +02 as currently planned, the
government may delay working and school hours to better match year-round +03.
(Amman's local mean time is roughly +0224.)
There is no word on when the decision will be made. If they do decide to change
the rules on such short notice, we'd need to generate a new tz version soon
after. Given the usual delays in propagating such a change, there's a good
chance Jordan's cell phones and computers won't be updated in time.
