[tz] New shapefile of world's timezones based off of Open Street Map data

Congratulations on your work, it's impressive. I always dreamed of doing 
something like that, but was also stopped in my tracks every time I 
estimated the amount of work it would be. I will add a link from my pages.

One suggestion: In timezones.json, when a timezone is more than just 
pulling OSM data, include some comment that documents the operation 
and/or the source of the data. America/Dawson is a good example: where 
did the geometry come from? I think that transparency is important to 
establish the legitimacy of the map (and if you happen to have taken it 
from my maps, you should bypass me and cite directly the source I used). 
Of course, that also means that things like "Ranking Inlet-tz" should be 
documented in OSM.
