Problem is most of the software abbreviation provided by this database
directly/default/fallback (eventhough it should be localized). As it is
not going to change to SLST, it is better remove IST and replace it
with +0530 for now. It is better to have numeric timezone than having
wrong abbreivation.

As far as I understand this is the current situation:
In countries where english is not their native language english
timezone abbreviation is mostly used in computer systems.
People are not able to use abbreviation when they need because it is
not provided by the system.
tzdata not going to include the abbreviation because people not using
it.
