[tz] Palestine Summer Time wrong ending date

Hi,

The Palestinian cabinet decree is in Arabic and there is no english
version, also the pdf is image based thus it is hard to extract text and
verify it on Google translate,

The following links are for Palestinian news sites (in Arabic) indicating
Oct 29th 2016 at 01:00AM as the end of summer time, I hope this helps in
verification.
