Does tzdist have means to specify the "SAVE" time in an observance
specification?  When zic compiles the raw files, it only preserves the
information on whether the DST is in effect (isdst) but looses the
information about the amount of the "saved" daylight.  This information
cannot be reliably inferred from the zoneinfo files in the zones that used
double summer time historically.

(Note that DST as duration rather than just an isdst-like boolean is
required by Python datetime.tzinfo interface.  Hence my interest.)
