[tz] default value of TZDEFAULT

This makes sense, and it ties to an earlier suggestion by Brian Inglis here:

I took a first cut at doing something along those lines, to match Debian 
reasonably closely, and installed the attached. Although this doesn't 
change the data, it's a nontrivial change to the default installation 
procedure; comments are welcome.
