      This is wrong: the dst bit determines whether timestamps are
      considered to be daylight-saving time or not. The definition
      of the tm_isdst flag does not even mention standard time, and
      standard time is not an antonym to daylight-saving time.

      In fact, any dictionary tells us that daylight-saving time
      is advanced, and not retarded, over the time used otherwise,
      and the case of Ireland shows us that standard time may agree
      with daylight-saving time.
