[tz] Turkey reintroduces DST next year

I don't know about that rumor, but to my understanding, in this 
document: http://www.resmigazete.gov.tr/eskiler/2017/10/20171028-5.pdf, 
clause a) states that the decision from 2016-09-07 to keep DST (UTC +3), 
will stay in effect, and clause b) states that Turkey will be observing 
standard time (UTC +2) from 2018-10-28.

But today it was announced that the DST will become "continuous": 

I am not sure if it is the UTC +3 that will continue, or if they mean to 
continue alternating between summer time and standard time. An official 
statement will probably be published shortly.
