[tz] [PROPOSED] Guess that Tonga has canceled DST

It was confirmed. No DST this year.
Please try to inform those that make the decisions, that it takes quite
some time for the rule changes to filter down to computers around the
world. A years notice is best.
My own servers have not yet received the 2017c TzDB update with this
change. Indeed our production servers are patched only every three months
(unless critical security issue).
In Tonga this means your mobile phones *may* still switch to daylight
savings and any computers using Linux/Unix may also still switch to
daylight savings. I can't say for MacOS or Windows.
My production Java applications, will get this change November 7th as have
patched the JVM & JodaTime.
