[tz] Turkey reintroduces DST next year

Thanks for the heads-up. It appears Turkey has reversed its decision of
last month and that 2017c was correct after all, so I reverted the
post-2017c change for Turkey by installing the attached proposed patch
into the development version on GitHub. This means Turkish timestamp
users need only to be using tzdb 2016h or later.
