Perhaps veering a bit from the thread topic, but: would it be reasonable
to request that that file contain some version-identifying info?
Ideal from my standpoint would be a tz release number, eg

# This zic input file is in the public domain.
# Zone data as of tzdata2017c.
R A 1916 o - Jun 14 23s 1 S
R A 1916 1919 - O Sun>=1 23s 0 -
R A 1917 o - Mar 24 23s 1 S

but if that's hard, a date would do.  The body of the file is sufficiently
not-human-readable that it's hard to identify what you're dealing with
if you don't already know.
