[tz] [IANA #985615] Sudan Time Zone change

A proposed tzdb patch is attached, and I've installed it into the tzdb 
repository on GitHub. Before releasing a new tzdb version, I would like 
to improve on the patch by citing a public announcement by Sudan's 
government or in a reliable news source.
