Please find attached the decision in Arabic,
the file contain:
1- the Government decision (the official decision)
2- letters send from the regulator to the operators to take action


the change occur at the start of the 1st of November at  (00:00)

Thank you for letting us know. Will the change occur at midnight at the start of the day (00:00), or at some other time of day?
