[tz] [PROPOSED] Prefer https: URLs and bring some URLs up to date

Change http: URLs to use https: when either will work. Fix some
broken URLs while we're at it. The toughest get here was the
Rowayton Clamdigger's V-J Day issue. At this point I'd guess
most of the http: URLs are broken; however, fixing them all is
beyond the scope of this patch.
