[tz] How to force zic output to TZIF?

TZIF2 added 64-bit data to the end of TZIF files; TZIF3 added POSIX-style
future-use strings to the end of TZIF2 files. In an ideal world, an
application expecting original TZIF-format files simply ignores the
trailing data.
