[tz] BBC: Clock changes: EU backs ending daylight saving

If Europe descends into time zone chaos (let's hope not), likely victims will 
include time zone names and abbreviations, since the meaning of "Central 
European Time" might be +01 or +02 or even +03 depending on one's nationality or 
politics. If there are signs of anything like this happening, tzdb can and 
probably should switch to numeric offsets in Europe, to help lessen confusion.
(We can keep "GMT", though, as it's not confusing.)
