That would make sense, except for the fact the proposed change takes them
out of sync with their nearest Carribbean neighbors (Bahamas and Cuba), and
puts them in sync with that portion of the Carribean that is farthest from
Florida (Dominican Republic, Puerto Rico, and Trinidad and Tobago.
