When I was the timezone maintainer for FreeBSD, I made a deliberate
decision not to use the backward file (unless the user rebuilt their
system after changing a make variable). I believe the current
maintainer has continued this policy, so there's at least one
downstream platform that does not support the old names and has not
done so for about two decades. The zone.tab file (which FreeBSD's
timezone chooser uses) does not reference the "backward" zones as I
recall.
