    The mentioned link quotes João Vicente Lima (director of meteorology):
       "A partir de janeiro de 2018, à primeira hora da manhã,

    so that the switch is from  01:00 to 02:00, not from 00:00 to 01:00.
    The official legislation is available at

    and says the same. So we should use
                  0:00   -       GMT     2018 Jan 1 01:00
