[tz] Sao Tome Principe change of time zone

Thanks for the heads-up. It looks like we'll need a new tzdb release 
soon, since this change already happened. Too bad they didn't tell us 
when they made the decision (on December 23? not much notice even for 
those in the know). Proposed patches attached.
