[tz] The Japanese time zone rule is wrong.

Thanks for the corrections. I installed the attached patch into the development
version. It differs slightly in form from the patch you sent, in that it
attempts to mimic Japanese legislation by specifying 24:00 on Saturday instead
of 00:00 on Sunday. This doesn't affect transition times, just how they are
specified. This patch, or something like it, should appear in the next tzdb release.
