[tz] Misspelling of Kyiv in the Time Zone Database

Greetings.

I noticed that name of the capital of Ukraine is misspelled. In the Time 
Zone Database it's written as "Kiev" which is wrong. This spelling is 
wrong since it's transliteration of russian variant of the city's name - 
"Киев".

The right spelling of the city's name is "Kyiv", since in Ukrainian it's 
written as "Київ", and pronunciation of "Kyiv" is the closest to the "Київ".

Please, consider changing the name of the city from "Kiev" to "Kyiv",
