[tz] [tz-announce] 2018f release of tz code and data available

Paul,

I was out of the office for a week and a half and so I wasn't able to 
get back to it until today.

I tried using 2018g and it still has the problem with tzupdater.

I am able to get it to work if I change the particular Japan rule in the 
asia file to be:

Rule    Japan   1948    1951    -       Sep     Sun>=9  01:00   0       S

I have not downloaded the source and built it locally, I manually edited 
the data file. So my statement about testing was really about how to 
test that Java has interpreted it correctly.
