[tz] zdump bug?

I installed the attached first patch to try to do that. The second 
attached patch silences a warning when running "make 
CFLAGS='$(GCC_DEBUG_FLAGS)' GCC_INSTRUMENT=" on my platform (I updated 
GCC recently).
