HF spectrum? Highly unlikely.

The big spectrum grab currently going on at the FCC is all about finding more bandwidth for mobile carriers. The frequencies used by WWV/WWVH all require antennae that are far too large to be practical for iThingies. Even making FM broadcast reception work reliably (with frequencies an order of magnitude higher than HF) has been problematical, with manufacturers having to resort to tricks like having the earbud cord double as the VHF antenna. What the carriers are really after is frequencies >= 1 GHz.
