[tz] Am I missing an implicit rule?

Hello,
I have been working with the database lately and have had issues to read
Morocco rules. I tried to look in the archives of the mailing list but
didn't find my answer.
Currently the database contains these bits:
Rule Morocco 2017 only - Jul 2 2:00 1:00 -
Rule Morocco 2018 only - May 13 3:00 0 -
Rule Morocco 2018 only - Jun 17 2:00 1:00 -
Rule Morocco 2019 only - May 5 3:00 -1:00 -
Rule Morocco 2019 only - Jun 9 2:00 0 -
# Zone NAME GMTOFF RULES FORMAT [UNTIL]
Zone Africa/Casablanca -0:30:20 - LMT 1913 Oct 26
0:00 Morocco +00/+01 1984 Mar 16
1:00 - +01 1986
0:00 Morocco +00/+01 2018 Oct 28 3:00
1:00 Morocco +01/+00
I wonder if the database should add this rule dated to the switching to
permanent DST:
Rule Morocco 2018 only - Oct 28 3:00 0 -
Or am I missing an implicit rule: being that a new zone change discard any
current rule
(here Morocco 2018 only - Jun 17 2:00 1:00 - )?
