Yes, and thanks for suggesting it. I installed the attached patch, which builds 
on your suggestion and also covers NTP and the 'leapseconds' file, which 
nowadays is used more often than the direct approach, or at least that's my 
impression.

After I wrote this patch, I saw Guy's comments which I think this patch covers 
as well.
