[tz] Unnecessary time zones in Ukraine territory

There is only one time zone in Ukraine right now - Europe/Kiev (law
https://zakon.rada.gov.ua/laws/show/509-96-п paragraph 1, use Google
Translate). As for the others (Europe/Uzhgorod and Europe/Zaporozhye), I
could not find any information of them in the past. But maybe I was looking
badly, historical documents are harder to look for.
If possible, please mark these zones as inactive (if we assume that the
information in them is correct) or delete them (because they are useless
and nobody uses them). The main problem is that many third-party software
offers these zones to choose from. What is wrong because these zones do not
exist now.
PS: I am a citizen of Ukraine, so you can ask specific questions, I will
try to find answers to them. Unfortunately, I could not find Shanks's
International Atlas, therefore, I can’t verify the accuracy of the data.
