I lack access to that data. The late Gwillim Law did have access, which 
I think was published semiannually on paper, and in the 1990s sent us 
helpful summaries of discrepancies between the IATA data and ours. As I 
recall the IATA tables did not record time zone histories, though they 
did have some provision for planned future changes.
