[tz] zone America/Indiana/Tell_city 1967 - 1969

I am afraid I have to challenge the entry

It conflicts with Shanks for 1967-169, and therefore I checked newspaper 
archives.
The Indianapolis News, Friday 27 October 1967 states that Perry County 
returned to CST.

It went again to EST on 27 April 1969, as documented by the Indianapolis 
star of Saturday 26 April.
