Our reward for pushing out tzdb 2019b to publish Brazil's DST abolition months 
early, is that Brazilian President Bolsonaro is now threatening to change his 
mind and not abolish DST after all. On Thursday, Bolsonaro signaled that 
possibility as follows:

“A minha caneta Bic está à disposição de vocês, qualquer decreto pode ser 
modificado. A gente entra em contato com a assessoria de assuntos jurídicos e 
estuda. Se for o caso, a gente altera o decreto para atender o bem-estar da 
população, sem extrapolar os limites da lei.”

Google Translate renders this as:

“My Bic pen is at your disposal, any decree can be modified. We get in touch 
with legal counsel and study. If this is the case, we amend the decree to meet 
the welfare of the population, without extrapolating the limits of the law.”
