[tz] tzdata2019b failing to be parsed

The instructions at the end of the 2019b announcement say how to do that, by 
running "make rearguard_tarballs". Here's a link to the announcement:

As I understand it, Oracle is looking into improving TZUpdater to make the 
process less awkward.
