And the trial-use 1986 edition of POSIX says in A.3 Time Zones "This 
document does not attempt to resolve the issues of operation in various 
time zones.  This includes the various international issues, half-hour 
displaced time zones, and remote users spanning time zones.  Proposals in 
this area are being sought, and input here would be appreciated.".
