That isn't quite correct, as most countries don't use DST at all. A 
more-accurate statement is that most uses of DST employ positive DST.

In addition to Ireland (starting 1971), tzdb also reports Morocco 
(starting 2019), Namibia (1994-2017), and Czechoslovakia (1946-1947).
