We went through this sort of thing reasonably extensively in 2017. See

At the time, my impression was that although both "Irish Standard Time" 
and "Irish Summer Time" are used in Ireland, the former term should be 
preferred as it's the legally correct term and it seems to be more 
commonly used by reliable sources in Ireland. I doubt whether the 
situation has changed much since then.
